Admission requirements for non-EU Students

The candidates` registration will take place online between July 1-16, 2021, according to the official calendar and with the current law. All the candidates have to submit an online form (available here) and send all the documents mention below by email at this adress nonEUcandidates@snspa.ro during the announced period.
IMPORTANT: SNSPA will not take in consideration incomplete applications. Therefore, please make sure you have completed all the sections in the form and sent by email all the documents. Incomplete applications will be rejected and will not be evaluated.

The application procedure step by step for:
PhD Programs
University graduates with a Bachelor degree and a Master degree are entitled to enroll as doctoral students, both with a minimum of 300 credits (ECST/SECT).
The enrollment is possible after passing a preliminary examination.
For the admission process for PhD programs you have to follow three steps:
STEP 1: OBTAINING THE LETTER OF ACCEPTANCE
The request for admission to study at SNSPA has to be filled in and uploaded online in order to get the Letter of Acceptance.
The documents required for application:
- The request acceptance of the Letter of the study (signed by the applicant)
- Consent for processing personal data (signed by the applicant)
- High school diploma – certified copy in the original language and certified translations at a public notary in Romanian, English or French if the original is not issued in one of these languages (for residents of countries that have signed the Hague Convention, the Hague Apostille is requested: for all the others the documents have to be endorsed by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland);
- Bachelor diploma – certified copy in the original language and certified translations at a public notary in Romanian, English if the original is not issued in one of these languages (for residents of countries that have signed the Hague Convention, the Hague Apostille is requested: for all the others the documents have to be endorsed by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland);
- Master diploma – certified copy in the original language and certified translations at a public notary in Romanian, English if the original is not issued in one of these languages (for residents of countries that have signed the Hague Convention, the Hague Apostille is requested: for all the others the documents have to be endorsed by the Ministry of Foreign Affairs, the Ministry of Education and the Romanian Embassy in their homeland);
- Transcript of records pertaining to previous studies – certified copy or certified translations at a public notary in Romanian/English if the original is not issued in one of these languages;
- For programs offered in English language, an international language proficiency certificate (TOEFL, IELTS, Cambridge) is needed with at least B2 level (we do not offer these certificates here); Candidates who can prove that the official language of their country is also English and that they have studied in this language are exempted from the language test.
- For study programs taught in Romanian language, the candidates must submit a certificate attesting his/her knowledge of Romanian or to submit certificates proving that the candidate has had at least 4 consecutive years of studies in Romania.
- Photocopy and authenticated translation of the birth certificate;
- Photocopy of the passport, valid for minimum one year;
- Copy of the National Identity Card or any other document proving your permanent residence (home address);
- Medical certificate (translated in English) attesting that the applicant does not suffer from any contagious diseases (including SARS – CoV – 2) or any other affections that prevent them to study abroad (it is important that the medical certificate specifies that the candidate does not suffer from SARS – CoV – 2).
- One photo (passport type).
- Approval of the prospective supervisor/coordinator of the thesis. SNSPA is not involved in contacting the supervisor. The list with the potential coordinators can be found on the website of Doctoral School.

The SNSPA will process your file and will send it to the Ministry of Education for evaluation. It may take up to minimum of 30 working days to receive an answer from the Ministry of Education. Once the answer is received, the SNSPA will notified the student about of the final result by e-mail, if the letter of acceptance was issued.

STEP 2: OBTAINING THE STUDENT VISA
Based on the Acceptance Letter (and payments where requested), applicants will receive the study visa from the Romanian Embassy in their country or the closest Romanian diplomatic mission.
STEP 3: ADMISSION EXAMINATION
Admission examination (Colloquium) will be held at the Doctoral School– SNSPA in September 2021. The candidate must register either at the Doctoral School – SNSPA with the following documents:
- letter of acceptance (the original is at SNSPA);
- proof of payment (original) for the paying students;
- school certificate (mentioned above), in original;
- passport and student visa;
- a photo-copy of your birth certificate, translated and officially endorsed;
- health certificate (translation in Romanian/English);
- 3 photos ¾ cm;
- an envelope dossier;
- approval from the prospective supervisor/coordinator is mandatory.
STEP 4: THE CANDIDATE WILL HAVE TO PARTICIPATE TO THE COLLOQUIUM ORGANIZED BY THE DOCTORAL SCHOOL

SNSPA offers PhD programs in political science, public administration, sociology, communication studies and management.
Admission examination for PHD Programs
- candidates must also register at the Doctoral School – SNSPA with a research proposal (at least 5-7 pages, see Appendix 1 for a structure) in the area/domain of interest (just one of the 5 doctoral domains). The research proposal have to be submitted by email to nonEUcandidates2020@snspa.ro;
- candidates will have to participate to the colloquium organized by the Doctoral School (the exact date of the colloquium will be announced by email).

Appendix 1. Structure of the doctoral research proposal
- Theoretical argumentation:
- presentation of the main idea of the thesis and general context
- state of art of the theory/theories on which the chosen topic relies
- argumentation about the novelty and originality of the proposed topic
- Methodology
- Specification of main research questions and/ or hypotheses
- General description of the research design, with specification of method(s)
- Expected implications of the research
- References
The references of the proposal should follow the APA citation style (last edition)
Only those candidates who are declared admitted will be registered officially as PhD students.
NOTE: For registration the student visa and original study certificates are mandatory, without exception.
The candidates who successfully passed the examination will be registered until October 1, 2021.
